Merge PDFs in four steps

1. Add your files: drag and drop your PDFs into the drop zone, or click to choose them. You can add more at any time.
2. Arrange them: each document appears as a thumbnail. Drag them to set the final order; on a phone, hold your finger on a thumbnail for a moment before moving it.
3. Click "Merge": Toolo assembles every page, in the order you chose, into a single document.
4. Download the resulting PDF. The "Start over" button clears the list for a new merge.

What actually happens

The merge is done by a PDF library running in your browser. It copies the pages of each file as they are into a new document: text stays selectable, internal links and images keep their original quality, and nothing is recompressed. The final file therefore weighs roughly the sum of the original files.

No file is uploaded. You can check it yourself: once the page has loaded, turn off your connection and the merge still works. That is what makes the tool suitable for sensitive documents such as a rental application, payslips or ID documents.

• Paperwork: combine an ID, proof of address and payslips into one upload, as many online forms that accept a single file require.
• Job applications: cover letter, CV and certificates in the order the recruiter will read them.
• Bookkeeping: group a month's invoices to send them in one go.
• Documents scanned page by page: phone scanner apps often produce one PDF per page; merging puts them back into a single document.

Tips for a good result

• Check the order on the thumbnails before merging: this is where mistakes happen most often.
• Too heavy for an email? Run the merged file through the Compress PDF tool afterwards. Most email services cap attachments at around 20 to 25 MB.
• A page upside down? Fix it with Rotate PDF, before or after merging.
• One page too many? Split PDF lets you keep only the pages you need.

Limits to be aware of

A PDF protected by an opening password cannot be read while it is encrypted: first remove the protection with the Protect PDF tool, if you know the password. Very large jobs (several hundred pages or megabytes) depend on your device's memory, so a computer will cope better than an old phone. Finally, fillable forms and certified electronic signatures may lose their validity once the document is modified, as with any merge.

Are my PDFs sent to a server?

No. The merge happens entirely in your browser. Your files never leave your device and nothing is kept once the page is closed.

How many files can I merge?

Toolo sets no limit. The only constraint is your device's memory: dozens of ordinary documents go through without difficulty.

Is the quality preserved?

Yes. Pages are copied without recompression: text stays sharp and selectable, and images keep their resolution.

Can I merge from my phone?

Yes. Choose the files from the Files app or your document manager, then press and hold a thumbnail to move it.
